Kindle Fire has Kindle Free Time to help parents to control how Kids use the tablet including limiting the time Kids spend on the Games, Apps etc. If you recently bought android tablet like Nexus 7 2013 model, It has option for user profiles. If your android device version is Jelly Bean 4.2 or later, You can create & use user profiles to restrict apps.
There are quite a few android apps to limit the time Children spend on using the device. I have a 2 year old, He plays with my android phone all the time. I use some of these Parental Control apps to restrict apps he can access. Otherwise, He would go into Phones app and call someone accidentally. You may also want to limit your Children to Games, Maths Puzzles, Drawing apps, Netflix or YouTube videos etc.

Kids Place is a free android app. It has lot of features including Child Lock for restricting apps or games, Timer to lock it after specified time, block incoming calls while using this app.
You can create individual profiles for each child. You can also organize apps into categories. You can specify number of minutes Your Child can use. It locks and PIN needs to be entered to unlock.
2. Kid Mode: Free Games + Lock
Kid Mode has more features like Drawing, Games, Videos etc with in the Child Lock. You can add apps, buy story books etc. Kids can’t make in app purchases or click on Ads inside apps.
Time Limit is a Premium feature in this app. It costs about $5 per month for Premium features.
